Three different things
A utility rebate, an IRA rebate and a manufacturer offer are not the same thing
People use the word rebate for all three, which is why the numbers people quote each other at work never quite add up. They arrive at different times, from different places, and they have different conditions on them.

What qualifies
Six things that decide whether your system is eligible
Most of the disappointments we hear about come from one of these six, and almost all of them are avoidable if they are sorted out before the equipment is ordered rather than after.
It is the efficiency rating, not the brand
No manufacturer is automatically eligible and none is automatically excluded. Programs publish an efficiency threshold, measured in SEER2, EER2 and HSPF2 for heat pumps, and the model either clears it or it does not. A premium brand at a low efficiency tier qualifies for nothing.
It is the matched system, not the outdoor box
Efficiency ratings are published for a certified combination of outdoor unit, indoor coil and air handler or furnace. That combination is what the AHRI certificate names. Bolt a new condenser to a fifteen-year-old coil and the system you actually own is not the system on the rating sheet, and it will not qualify.
How it was installed is part of it
Programs increasingly want proof that a licensed contractor did the work, that the system was sized for the house, and that the installation was documented. This is a good thing. It is also the reason a cash-and-carry equipment purchase usually cannot be claimed.
Timing matters more than people expect
Rebate programs run on program years and can run out of funding. IRA home energy rebates are not retroactive, so income eligibility has to be confirmed before the installation, not after. If you are close to a year end, tell us. It sometimes changes when we schedule.
The amounts change, so we will not print them
Rebate values, efficiency tiers, caps and deadlines all get revised. A number published on a contractor's website eighteen months ago is worse than no number at all, because you plan around it. We confirm what is current, in writing, as part of your quote.

Focus on Energy is Wisconsin's statewide energy efficiency program, funded through the state's utilities, and it pays rebates on qualifying efficient equipment installed by a contractor. It is not a federal program and it is not run by your utility directly. The application goes in after the work is complete, with the model and serial numbers, an itemized invoice and the AHRI certificate for the matched system. We prepare and file that for you.
Can I get an IRA home energy rebate and a Focus on Energy rebate on the same system?
Usually, yes. IRA home energy rebates can generally be combined with Focus on Energy rebates and manufacturer promotions on the same installation, as long as the total does not exceed the project cost. We confirm what stacks on your system when we quote.
What makes a heat pump qualify for a rebate?
Two things: the published efficiency rating of the equipment, and the fact that it was installed as a certified matched system. Ratings for heat pumps are given in SEER2, EER2 and HSPF2, and the program sets a threshold the model has to clear. Equally important is the AHRI certificate, which names the specific combination of outdoor unit and indoor coil that was tested together. A new outdoor unit bolted to an old coil is not that combination and will not qualify.
Do you handle the rebate paperwork?

How long does a rebate take to come back?
Longer than most people expect, and it varies with the program's processing queue and the time of year. Plan your budget around paying the full installed price and treating the rebate as money that arrives later, not as a discount at the counter. The manufacturer offers are the ones that generally come off at purchase. We will tell you which is which before you sign anything.
Do ductless mini splits qualify for the same incentives?
Yes, ductless heat pumps are typically their own eligible category, with their own efficiency thresholds, and they are often among the better-supported measures because of how efficient the equipment is. The same rules apply: the rating has to clear the tier and the combination has to be certified. If you are putting heads in more than one zone, the way the system is configured can affect what is claimable, so it is worth asking before the equipment is ordered.
How do I know if I qualify for an IRA home energy rebate?
HEAR is based on household income and size. Households at or below 150% of area median income qualify, and those below 80% can have the full project cost covered up to the program cap. Income qualification is done with Focus on Energy before the work starts, because the rebate is not retroactive.
